A commander-in-chief is the person exercising supreme command authority of a nation's military forces or significant element of those forces.
Since the President is the Commander-in-Chief, then I can only assume that, in regards to Benghazi, he either gave the command to stand down or his command to send support was ignored/miscommunicated.
